Elite Holdings’ general contracting group are responsible for planning and scheduling the manpower, equipment, materials and subcontractors required for the timely completion of construction projects. Elite also self-performs many key construction tasks, such as site work, concrete forming and placement, steel erection, electrical and mechanical, plumbing and HVAC. In addition to the general contracting method, Elite offers these services under construction management or design-build contracting arrangements. Our Navia Design division works closely with our construction division reviewing, designing and implementing hands on execution support on all of our projects, as well as providing these services to customers outside of the Elite Holdings Group. Our Procurement & Logistics is the backbone of our efficiency, ensuring that timely safe delivery of equipment and supplies adheres to our project schedules. Elite P&L also contracts it's services to outside customers and has the capability to work in any regions of the country.

We offer general contracting, pre-construction planning and comprehensive project management services, including the planning and scheduling of the manpower, equipment, materials and subcontractors required for a project, as well as all of the services necessary to support project execution. We also offer self-performed construction services including site work, concrete forming and placement, steel erection, electrical and mechanical, plumbing and HVAC. Our headquarters are in Kabul Afghanistan and we have multiple other office locations throughout the county.

Our Architectural Design Group is Navia Design, comprised of a team of extremely talented and highly qualified engineers, architects, planners, graphic information specialists, project and construction designers, who collectively comprise an extremely competent and efficient management team.  Navia design focuses on large, complex projects in the  design/build market, providing architectural services that range from analysis (including due diligence, code analysis, and site analysis of existing conditions to determine specific use suitability of a site or building) to master planning, schematic design, design development, construction documentation, bidding and negotiation and construction administration. The group also provides interior design services.

Our Building & Construction and Construction Management Division is comprised of Civil Construction, Vertical Construction and Construction Management professionals. Our primary focus is on public works construction services, including the repair, replacement and reconstruction of infrastructure and infrastructure support systems such as Afghan Army compound facilities, communications networks, roads & bridges, wastewater treatment facilities, airport runways, U.S. Consulate construction and all related electrical and mechanical, plumbing and HVAC services. We provide diversified construction and design-build services to both U.S. agencies and the Government of Afghanistan, as well to independent local and multi-national corporations.

The Procurement & Logistics Group within Elite Holdings plays a pivotal and synergistic support role within the organization servicing all major construction projects with transportation and procurement needs. Elite P&L play a pivotal role in the execution of our projects and supports the logistical needs to the entire organization. They also take care of our international Air Freight and Ocean Freight requirements and are well versed in the area of customs clearance and handling. Elite P&L offers these same services to select local and multi-national companies operating in Afghanistan. Elite P&L’s expertise is second to none in the Nation.

In early 2008, the shareholders of Elite Construction Company voted to establish Elite Holdings as the central business unit under which Elite Construction would branch into four separate but synergistic companies to enhance and strengthen the capabilities of the new organization.

Mowdood Popal, CEO and founder of Elite Construction envisioned that branching into four interdependent companies was the best way to grow his construction company. Mr. Popal recognized that four interdependent companies could be stronger functioning apart as interdependent entities than restricted to the confines of one operational company. Through the years, the Company has built strong relationships through talented staff that now operate these separate companies. Since creating Elite Holdings, the organization has become the most versatile design build construction, procurement & logistics company in Afghanistan.
