Who We Are

Elite Holdings is comprised of four inter-dependent business units that initially began as Elite Construction in 2007. Mr. Mowdood Popal founded Elite Holdings and has had his roots in the Design Build Construction Industry in Afghanistan and the U.S. for the past 15 years. Mr. Popal is a professional Architect and now serves as Chairman of the board for Elite Holdings, as well as the CEO of Elite Construction, having designed an organization that is unparalleled in the history of Afghanistan’s Construciton Industry.

When the needs of Elite Construction began to grow as a result of multiple successfully executed projects, it was envisioned that services within the company needed to become segregated in order to strengthen their expertise and ability, as well as Elite’s overall capacity. By leveraging the growth opportunity of interdependent business units, Elite Holdings has become the leading civil and building construction company in Afghanistan, offering diversified General Contracting and Design-Build Services, Transportation & Logistics. We have established a strong reputation within the market by executing large complex projects on time and within budget while adhering to strict quality control measures and encountering zero lost time accidents or fatalities.

We offer design build general contracting, pre-construction planning and comprehensive project management services, including the planning and scheduling of manpower, equipment, materials and subcontractors required to execute projects. We also offer self-performed construction services including excavation, concrete forming and placement, steel erection, electrical and mechanical services, plumbing and HVAC. We provide complete life cycle logistical support services and can deliver cargo to any location in Afghanistan. We are well known for our major complex building project commitments as well as our capacity to perform large and complex transportation and heavy civil construction for government agencies and private clients throughout the Nation.
